When it's started up and running, start genshin impact or honkai impact 3rd in your fullscreen resolution then press Alt+Enter to have it go into windowed mode with the window size as your fullscreen resolution. I don't know if it matters, but recently I'm using an ultrawide monitor, which means I can still use the same resolution on both fullscreen and borderless, but the game window stretches sideways on the latter (the resolution selected on Options stays the same).
